A $1.84B Stormwater Shake-Up

The stormwater world isn’t usually headline material, but that may be about to change. Commercial Metals’ planned $1.84 billion acquisition of Foley Products, announced in October 2025, could reshape how America manages rainwater and flooding.

If regulators approve the deal, it would mark a major step toward building more integrated and resilient infrastructure. For decades, stormwater projects have been a patchwork of suppliers and contractors. Analysts say bringing more of the process under one roof could speed up delivery, tighten oversight, and boost innovation.

The timing is no coincidence. Record rainfall and crumbling drainage networks have left many cities scrambling. Federal standards are growing tougher, and local governments are under pressure to upgrade fast. “Cities want speed, reliability, and simplified coordination,” said a senior design engineer. “Strategic mergers like this can help make that happen.”

By adding Foley Products, Commercial Metals would extend its footprint across the Southeast and Gulf Coast, regions hit hardest by extreme weather. The move also strengthens its manufacturing base in precast concrete and drainage systems, helping deliver key components faster while promoting modular, climate-smart designs.

This is not the company’s first move into stormwater. Earlier in 2025, it bought Concrete Pipe & Precast LLC, signaling a broader push to become a one-stop provider for infrastructure materials.

For smaller regional firms, the shift could be both threat and opportunity. Some are finding niches in filtration systems or green infrastructure, while public agencies may gain from faster procurement and clearer accountability.

Not everyone is cheering the consolidation trend, but most agree it is accelerating long-overdue modernization. Once an overlooked corner of infrastructure, stormwater management is quickly becoming a proving ground for innovation, scale, and resilience, one merger at a time.
